I'm surprised you've had so many instances of the same 'problem' reoccurring.

I've hired one or two cars in my time and I can't think of a single time I've actually been downgraded when the car booked hasn't been available...always been a free upgrade

Our company force us to use hire cars because they cost feck all since we self insure.
Number of times I've been presented with an auto as its 'all thats left', when I can see a car park full of alternatives.

Same thing 3 times since late March. Supposed to be comparable with the company car that's been playing up, an A6. They've delivered a Seat Ibiza, a Fiat xxxx which I told them to take back, and the last one being a Focus 1.4 - there's more engineering in a loaf of bread than in the Focus.

You are a customer through a company, therefore im guessing they arent so fussed on keeping you happy, knowing its not you thats out of pcoket. Bit ridiculous to cancel a meeting as the car is too small, ive driven from reading to scotland in a 1.3 with back pain, i just got an orthopedic cushion insert. Perhaps you should consider buying one, it was £20.

The cancelling has worked in that my boss has now agreed to up the spec of car that I can hire. He is of the opinion the company rules are a bit naff in that they seem to target the local intra site travellers with about 100mile trips.

Whereas I am doing 500 mile plus trips and working full days as well.

that explains it. Probably thinks a micra is the weapon of choice to do 500 miles on the motorway because it's easy to park in the services and has an arrow on the screen to remind her where the filler cap is.
