Ok I see.. is it turning over and not firing up? Don't take this the wrong way but is there good clean fuel going to it?

No it wnt turn over. Basically after shutting the bike down when I went to crank it it bearly moved the engine and drained the battery. Now I have filled it up with oil charged the battery and it went flat just turning it over with no plugs in. With the plugs in the battery goes down from 12.5v to 2.5 when I press the button. So maybe the engine is fine but something electrical went wrong and it drags the current ?

imagine turning over your svs when your batteries are drained, so baisically thats whats going on here, wnt spin fast enough to start, altho the starter motor when removed spins nicely, so i dont know if it drags under load or what is happening

New battery I think might help... then fire it up with plugs in it

1) Whatever else is going on your battery has insufficient charge to turn the motor over strongly. There is no point dealing with anything else until this is done. Charge the battery up fully and see where you get to, depending on the charger you have this can take quite a few hours. When you are confident the battery is charged, you can start from there.
2) The lack of oil for a few seconds isn't ideal, but is unlikely to have done any major damage. They key thing is going to be whether it was run previously without oil, and not to repeat this.
3) Why did the bike rev like mad? Are the Carbs and throttle cables moving smoothly, are the choke plungers moving correctly?

i think i need to post a picture of the bike so you will get the idea of what im dealing with, the top yoke is gone so the bars are just hanging and at the time it didnt come to my mind that they would pull which i should have really paid attention to. i tried a battery from my virago 750 and that spins nicely on the virago, plus its 16amp so a bit stronger that the sv battery, did one mesurment now with this battery and same thing happends, its not fully charged at the moment so i didnt expect anything so im gonna leave it overnight to charge. but when i pressed the starter button the voltage on the battery dropped from 12v to 1.85 which is a massive drop. so im trying to figure out why is that, is the starter motor foulty? or the engine seazed up slightly? but running high at high rpm for 5 sec i wouldnt think anything major would have happen
