If he says "There was paint on my tyre that they couldn't safely clean off", I might buy that. If they tried to remove paint from a tyre with a blowtorch, I'd be thinking the story should be about the garage, not the council

Ok there was some line paint left on the road so they burnt that of before they put the new paint down and that is what melted his tyres. That make more sense? And I have never seen or heard of road workers making an effort to get a job done so god dam quick, well they dont round here anyway.
