I'm not so sure. My restriction certificate has my name and address on it.
It also says: New owners are advised to check that the restrictor kit remains fitted and operational before relying on this certificate." If I were you I would phone the DVLA or your insurance company |

Thats telling you the same as what I said, basically the certificate doesn't mean a restrictor kit is actually still on the bike.
+1 for phoning your insurance, I asked bennetts, they didn't care, saying "lots of bikes are sold restricted without papers, so never mind, but if you prang it our assesor will check the restrictors are in place" or words to that effect. Others may differ, and a phone call isn't that expensive to check.
