Under all the time, if its warm and dry then its smaller gloves tucked into snug fitting leathers, when its bad weather then chunky gloves fit under the sleeves of textiles.

Outside always.
- Never had a problem with water running down inside them - Winter gloves are gauntlet style for this reason and do not fit in jacket properly - Leather summer jacket/race leathers has close fitting sleeves which don't allow gloves inside - Wind and wet goes up sleeves if you don't get gloves over there properly Seems to make perfect sense to me, wind blows from in front so make sure that joint is facing other way.

Thinking about this - perhaps it's an ergonomic question. By which I mean if your bike has lower 'bars, (i.e. clip ons), the angle of your lower arms is steeper so rainwater may be more inclined to run into an over the sleeve cuff, but less likely to run into the same cuff when your lower arms are closer to horizontal - such as if your bike has higher 'bars. Likewise, if your cuff is under the sleeve, higher 'bars might allow wind force more likely to push rain up the arm of your jacket, than if you arms were steeper on clip ons. Maybe.

water will run down into a glove is if you are riding straight armed or sitting still in traffic.
under or over if water wants to get in it will find the smallest of cracks and do so no matter what you do. |

I mostly wear them inside and never suffered from wind chill or water running up the sleeves. The only time I wore them on the outside and got into a rain storm, they filled with water before I could find a place to stop safely. But anyhow, I alway carry a dry pair of gloves in my box, because you never know.
