ask the couriers, they can tell you some things.

if you got both wheels off the ground - then you cant get a ticket.

This discussion could continue to the next millennium, at the end of the day if you wish to remove your VEL (tax disc) and your registration plate then that is up to you. It has already been pointed out that it is an offence not to display either, and depending on by-laws in your area you can have your vehicle clamped, and/or subsequentally removed.
If there is more than one offence, then normally you will be summonsed to court.
PNC is linked with DVLA so we can see if a vehicle is currently taxed, and very shortly we will be able to check if the vehicle has a current valid MOT. But despite us being able to check for all these things, we will still issue producers to the drivers that are stopped.
I prefer the Germans idea of putting the discs on the number plates..good idea in my opinion. As for unroadworthy vehicles, well i dont need an MOT to tell me that, i can see for myself and with a PG9 officer we can have a prohibition placed on those that are dangerous to drive.

I'd disagree with that- you can't see if brake pads are extremely worn, minor things are broken on the car, etc. whilst it's in motion, in many cases. On the other hand, you get cars like mine, which look like deathtraps (thanks to Peugeout's famous water based paint and pikeys having a go at my fuel cap), but are perfectly sound mechanically and MOT'd.

I'm sure you've seen some banger-looking Golfs that are actually in great nick (if not aesthetically) and also some illegal Imprezas and Evos that look in showroom condition...

Ok so the majority of police are not trained mechanics but its not brain science to see something hanging off or not doing what it should do. I am not interested in cosmetics only in stuff that would make it dangerous on the road. For the record i was a fully qualified mechanic and an MOT inspector before joining the police. However if something is not roadworthy and we stop it, we can get a prohibition put on it, if its a minor defect then we can issue a VDRS.

The driver at the time would be asked to show his documents, and if he didnt have them then he would get issued a producer.

...........and make their failure to display an endorsible offence for both the registered keeper and the driver?

Seems fair enough, got stopped one night ( yes I was speeding ) and the policeman got very very upset with me, He spent ages looking round my car and then got the huff when I gave him my documents and realised that it had passed the MOT that day, Just thought it would have saved alot of grief for him and wasted time for me.

Agreed- Don't get the wrong end of the stick, I'm glad there are police out there busting people with illegal motors. Poorly maintained vehicles tend to be poorly driven, in my experience...
