Hiya,

You can get the full registered keepers details from the DVLA for £2.50 if you think you have reasonable grounds.

If you want to report someone for no tax disk then -
DVLA Enforcement
You may make a free telephone call to our Enforcement Telephone Hotline on 08000 325 202. Please ensure you have the following details, as you will be asked for this information:-
the registration mark;
location of the vehicle;
the make/model, colour;
