The clamp down on small plates is mainly due to ANPR. The system needs to be able to read the registration number. The system I use often struggles with the correst size letters/numbers let alone a matchbox sized reg number on a bike. There are two reasons why you would have a small plate anyway..1. to fit in with the sleek, aerodynamic lines of a bike and 2. to avoid being caught. I know of no other reason. It is probably the only minor offence I would actually give a non endorseable ticket out for...I think that generally applies across the board with us 'bike cops'

I don't know that cars get hit for it less... Certainly the boy racer guys I know are always complaining about it, and whine that bikes never get teh same hassle for their loud cans and illegal plates
