my mechanic told me that the foam is there for insulation - to help stop the carbs freezing

Hmm. Nope But it's an interesting idea. Carb freezing doesn't happen because of air temps, it just gets made possible by low air temps- insulating the carbs would just make it take longer for the carb icing to wear off
