The incredibly complicated answer simplified is that it's based on whether the vegetation has been cut back, and whether the RHTT (railhead treatment train) was booked to run and whether it did.

You've probably seen an RHTT, it'll be two locomotives pulling three or four cars with chemical tanks on them. They clean the leaves off.

Also, we never say 'blame' in this job
