dunno if it helps, but saw it on one of those police camera actions thingys the police pulled a car which was showing it had no insurance. The driver got out who was actually a mechanic and was therefore covered on his works policy so they ended up letting him go.
So it must be legal but it would be a massive pain getting pulled everytime you pass an ANPR checkpoint, and they'll no doubt find something else to do you for once they've gone to the trouble of pulling you already.
