Ok so here's what it means. Obviously he's telling a bit of a montage story. A lot of it is the sights and sounds of New York City.

At the point in the lyrics you mention Beyonce is driving down 8th Street and she is noticeably slow compared to the normal New York "hustle and bustle". If you've ever been there (I have a few times), its as frenetic as London but BIGGER. So it would be quite odd to see someone just cruising around during daytime.

However, BK is from Texas where they don't rush to do anything. Texas driving is full of wide open spaces so there's no point screaming from point A to point B. Hence Beyonce drives like Ms Daisy

think it was shortly after his mum died that he had his first public stunt at the mtv awards running up on stage to interrupt taylor swift's speech for best music video, shouting it should have gone to Beyonce.. Kinda feel bad for the guy. Keep it together homie! Spurious claims won't help people recognise he's in a mess though, they'll just think he's a tawt.
