In terms of IS VS wide apature, both help you take clear shots in low light, but IS doesn't help get your shutter speed up, so people moving are still blurry. If the DX is being used as Nikon uses it, then it's for DSLRs with cropped (1.5x ratio) sensors, and yes, your D90 is one of them.

Tamron use Di (Crop/35mm) and Dii (Crop only) Sigma use Dx(Crop/35mm) and Dc (Crop only) Jambo

hah, yeah I realised the implications of posting a pic of my tool with white stuff stuck to the tip I can only imagine its plasterboard, hadn't noticed it till I came to take the picture but it added a bit of texture I'm still impressed with how close I can get with that lens, got quite a few taken for my project 365, so when February is updated there should be quite a gallery hehe. Some cracking entries in this months run, need to get out of the house with mine sometime.
