I wasn't trying to generalise in that way. I was trying to make two points.

1) I was pointing out that people with no money who choose to completely disregard the law will be unaffected.

2) The people most affected would be better off drivers/riders who are also the most likely to challenge an incorrectly issued FPN. So this is looks like a measure to discourage people from challenging FPNs by raising the stakes.


If I was feeling provocative I'd have suggested that it would have been more effective to have added a dash of community service instead of increasing the fines. Say a maximum of eight days, all Saturdays, spent cleaning up the town centre. Visible and inconvenient.
