I realised after tightening the footrest pivot bolts that the brake light switch adjuster was too tight and was not allowing the pedal to return fully. Loosening it solved the problem completely while still leaving the bolts tightened to the correct torque.

That's quite interesting actually. Did you happen to replace it with a pattern part from eBay too? If so then it's likely that it's just an issue with having to adjust the brake light switch adjuster if using said part

No I was just replacing a broken brake pedal and had the same problem as you when putting everything back together. No other parts were replaced, I just didn’t realise that the adjuster was too tight as I hadn’t done anything to it, so I didn’t notice that it was the problem! Loosened the adjuster until the brake pedal was able to return to it’s normal position and the brake light went off as it should.

Sorry SixFiddy, didn’t read my original post properly (drinking and posting don’t mix!) In answer to your question - yes, I fitted a new OEM brake pedal from eBay but it was not part of the problem. It was the adjuster that solved it.

Hmm I'm trying to get my head around why the adjuster messes things up despite not being touched

Just an update, this didn't work for me. It's definitely an issue with the pedal itself so I'm going to buy some files and try one of the other suggested methods

Update #2: Fixed the issue using mikerj's suggestion of filing down the pivot area. Worked like a charm. Thank you!
