According to my manual theres two pipes with one as you say a filler drain and the other an air vent which does its job via the cap. However as Orangebud put in his initial post the cap has been dismantled and cleaned twice it only leaves the air vent pipe as a possible source of the problem....

Bikes destined for USA ( like most cars in rest of world ) have a charcoal canister at the end of a breather pipe from fuel tank - supposed to neutralise the petrol fumes - maybe Suzuki leave the pipe and just do not fit the canister for models outside USA.

So, I've eventually got the time to have a quick nose umder the tank. Pipe from breather valve s clear and not kinked. Ive blown through it, it and the valve in the cap seem clear. Whilst poking about i noticed that the pipe from the fuel pump wasn't fully pushed into place, so i pushed that on firmly.
On testing, something has improved. Its still getting a bit stuttery after 10 mins, and threatens to die if you push the throttle firmly closed, but its better than it was. I'm going to take another look and just check every pipe is firmly in place.
Ive no idea whats going on, but at least its going in the right direction!

Make sure none have perished and allowing air in. Had a car that did this to me via a vacuum line
