you need something like this - if you know manufacturer of your light unit may be best to contact them for correct unit.

The only other thing may be the switch contacts or mechanism failing, may be worth trying a new switch as the cheapest option.

Yep, that's the item I was talking about. The old one should have the voltage and amperage on it. As I stated before, cheap to replace.

My bro in law is a qualified electrician although he modestly does smoke alarms in office blocks but I might get him to help me take it apart. I reckon the little white box is the issue here.

Yep if you are getting that buzz and it wont work for a while after being switched off, sounds (as above) like the LED Driver is shot. Simply check the spec of the current one and get a 'decent' replacement off ebay or amazon, don't just buy the cheapest, Mean Well are a reasonably good domestic supplier but not the cheapest.
