Default Rear sprocket, which way?

I have just stripped the sprockets & chain from the bike

The counterbore on the rear sprocket is facing out from the wheel
but the front sprocket is heavily worn on the engine side
I do check for correct alignment when adjusting the chain

Is the counterbore there to allow for some alteration
If the counter bore was facing the wheel the chain would be closer to the engine
and should I align the sprockets before fitting the chain??
