Bleed them at the top to allow the air out, your need a radiator key to do it though.

Air generally finds it's way to the top of a Rad. Seems strange that the bleed screw is at the bottom. Are the radiators hot or warm at the bottom. If they're not it's unlikely to be caused by air in the rad.

Definately air at top of rad, there should be a air bleed valve at the top of the rad at either end. If not then the radiator has been installed up side down!!!!

Should look like this -

Its going to be impossible to get the air out otherwise, but sometimes they're on the back, covered (or not) with a plastic dome.
Some newer models even have a automatic bleed valve, but even if you do it sounds like its not working.

If for future you get heat at the top and none at the bottom, then the radiators if full of cr4p and needs to be flushed out, which could be quite cumbersome if you don't know what your doing, Brittish Gas I think would charge about £50.00 or so to carry this out.
