If he was on your side of the bridge there are several possibilities.
(a) He was tagging traffic on your side for future prosecution. But since you don't have a number on the front of your bike you're probably OK

(b) He was being sneaky and tagging drivers on the other carriageway

(c) Option (a), but he made a manual note of your registration and they'll be posting your NIP within 14 days.

(d) Other. That includes measuring speeds for a future camera placement, familiarisation, etc.
At the risk of a slight derail. Over the weekend I saw cars which had been stopped by unmarked police cars on three different occasions, but hardly any marked cars. Was this just coincidence, or is the emphasis changing for road policing?

Do they then run over to the other side of the road/bridge to catch your reg number ?.
