It wouldn't be the main jets that were the problem, it would be the pilot jets. Were they clean? How about the choke plungers?
Here's a link to some useful carb info:

Not sure what the gooey balls were, but they shouldn't be present.

Started tearing down the carbs in preparation for the rebuild kit (basically just new seals). One of the Pilot needles wouldn't move, the other one was 'springy'. The one that didn't move had a pinched O-ring. https://photos.google.com/share/AF1Q...B1VlNsMHJKajdR

The OTHER carb, the fuel filter was kind of gunky. And it has that white goopy stuff all over it that I was talking about. https://photos.google.com/share/AF1Q...B1VlNsMHJKajdR

General album if you just want to eyeball stuff and poke fun at me https://photos.app.goo.gl/CxfbySyLiuqPdSuj8

Hope you've got plenty of carb cleaner and compressed air (or get them ultrasonically cleaned).

Is the diaphragm damaged in the right hand one in your picture?

Just went and double checked both the diaphragms, they looked pretty good. Bought a bucket of chem dip, and a can of b12 carb cleaner for the job, so should be good to go

Tried to finish tearing down the carbs last night so I could drop bits in the chem dip bucket. 1 question, I pulled off the TPS plug. Do I need to pull the TPS out completely before the chem dip?

Tried pulling out the pilot needles, 1 came out np. The other, broke my Stanley screw driver

When I did mine, I cleaned the needle and all the brass bits, but didn't make any serious attempt on the body. I left the air/fuel screw in place as I didn't want to mess with the mixture (and I have a feeling it was sealed anyway).

I'm guessing it's too late for this, judging by the pictures, but I was advised to only do one at a time to stop switching parts between the two.

Good luck!

Seeing the "gloop" picture, I'd say you've got a significant water-in-fuel issue. You need to get to the bottom of that one.
Have you checked if the tank filler drain tube has a hole into the tank yet?

OK, so I tore apart the carbs and cleaned them. Issue still persists. I checked the bottom side of the gas tank, not seeing any holes. The water came from leaving one of the ends of the fuel pump open. Embee were you suggesting the hole in the filler drain tube caused the water, or could cause the other issues as well? Not sure where that tube is. Do I take off the gas cap via the allen head bolts to get to that filler neck?
