It would very much depend on what the ticket was for and who issued it.

Producers are very rarely issued these days because all the information is available on-line. The exception is when it is an endorsable ticket and you didn't have your licence with you to surrender, so you need to take it to the station in order to comply with the conditions of the ticket. These tickets are very rarely overlooked, if it was a ticket with points then the most likely explanation is the officer lost or mislaid their part of the ticket (does happen, more often than it should....)and it never got entered into the system.

If it was a cheap ticket for something minor then it is possible the officer didn't do it properly (I would be questioning their competence if they were also issuing a producer in those circumstances) in which case they may well have elected to "lose" their part when they realized their mistake. It may also be that the ticket office simply decided not to pursue it when they reviewed the "evidence" but they are efficient buggers and they normally write to the driver to either chase up the production or to give you the good news.

My money is on the officer losing their part, either way I wouldn't recommend contacting the local ticket office and asking.......
