That's very common, doing 40mph with only the dipped beam on. "Put your high beam on and you'll be able to go faster you cnut!"

You can't even see forwards far enough to overtake them.

The annoying one I had on Thursday was someone who turned their main beam off on a bend approach (not a blind one either, where you might be trying to avoid dazzling traffic you can't see). That sort of behaviour just causes problems for everyone on the road.

I'm afraid you're going to have to expand on that for me, I don't see how dipping your lights on the approach to a bend disadvantages anyone else? On the contrary it can sometimes be useful as it helps you spot the glow from an oncoming vehicles lights before you actually see the vehicle.

OK... it's a national speed limit unlit A road, and I'm catching a small car (and from the SMT seat, I can see over its roof to the limit of its headlights). The right hand bend ahead is sharp enough to keep oncoming cars out of range of the lights until after the driver would spot them, so dipping the lights 100 yards before turning in disadvantages me and the driver by hiding all the possibilities a country road can throw at you in the way of small animals and such like.

Or make it ok to undertake in any lane, works in America at times.

Like all situations, it's difficult to explain to someone who wasn't there - it just struck me as odd, as it felt like a situation where there was nothing to gain from dipping his lights.

Back to the original topic though, I'm not certain about the idea of raising the limits unless you're going to include other vehicle classes in that. It already seems bad when limited lorries dive out into lane 2, so a speed difference of 25mph in that situation instead of 15 strikes me as increasing the risk for minimal gain.
