Once upon a time people used to ring the police when they saw what they thought might be an abandoned stolen vehicle. It's especially easy when there is a registration number on it.

The guy has replied saying he did report it but Police couldn't find it on their system?

It may be that the Police are doing more than we think. I am guessing that the informant would not necessarily be told of a result. If the reg number from the displayed number plate was provided and it came back no trace, the job will probably have been allocated on slow time for someone to go and get the VIN number to identify the vehicle.
