Are you actually 'quorate' then, or is the justufication for this section akin to the qualifications for playing for Wales, i.e. a Welsh great-grand-stepmother-uncle?

I used to holiday in Southwold and my mum and dad lived in Aldeborough for a couple of years. Do I get a vote....gwon, gwon...
