I have no idea, on the other hand you haven't given us too much information.
Is it a curvy or a pointy?
If it's a pointy is the engine from the same model year?
"The dashboard does not work" does this mean no idiot lights either (neutral, high beam, turn signal, oil pressure)?
"The lights work" can you switch low beam to high beam? How about turn signals?
"The starter button does not work" does this mean the engine won't turn over or it won't fire?
Have you tried reseating electrical connectors?

This is a good thread to follow (it saves me typing):
https://www.svrider.com/forum/showthread.php?t=190657

briefly - check the green connector under the tank, it is a common failure point.
If that's ok, try shorting together the two heavy duty contacts on the starter relay (the lowest connections in the photo in post #2). The engine should turn over (make sure it's in neutral).
Note: there is a lot of current flowing here so use a jumper cable to bridge the connector. Only a brief connection is required to verify the starter motor will work and touching the connectors will generate a spark. Be careful.

so the starter relay isn't getting power which implies you have an interlock problem. To energise the starter relay the clutch switch needs to be made, starter pressed (duh), engine stop switch to "on" and the side stand relay energised - which needs either neutral or the sidestand switch.

If this was working before the engine swap it would point to the neutral switch since it came with the new engine (presumably?). If you pull the clutch lever with the side stand up will it run? (I'm trying to remember if it's supposed to because the new SV doesn't need the clutch to be pulled in, in neutral).

Here's the interlock diagram:

Hi
I have tried that but there is no power to the start button with the side up or when I pull the clutch lever in or when in neutral it is a 2001 model

Then you need to start checking voltages. A good place to start is at the orange/yellow wire at the turn signal/sidestand relay, with the ign on there should be 12V (ie battery voltage). If there is, then measure the voltage on the orange/black wire at the turn signal/sidestand relay.

Is the neutral light working?

I'm hoping someone else can chime in now because I have to leave. Good luck.
