It seems that his theory is that instead of digging up the roads and causing jams while fixing leaks, if they just increase the supply, the amount of leakage wont be a problem due to there being more water available.

Bit like Bears ZX-9 really, instead of fixing the oil-leak/usage problem, just add a litre everytime you fill the tank (almost like having a 2-stroke really :P)

Its not about increasing the supply from what I can read into it, its more about the scheme, projects and working restrictions/procedures that will be put on thames water.

Your telling me the average household used 350 litres of water every day??? Surely not?!?! ... or is it the house uses 150 litres and 200 more get lost along the way??
