Default Fork spring change - change oil?

Is it nessesary to change your fork oil when changing your front springs ?

No.
However, if the old oil has been in there for any length of time, and you want to be certain of its viscosity and the exact air-gap, then having the forks out, and level is the best way to achieve this.

Personally unless I had very recently changed the oil, and was changing the springs while trying to find the best setup, I'd change the oil as a matter of course.

2 ways to do it.

1 - remove fork caps and turn bike upside down.

2 - remove fork caps, remove fork legs from yokes and then turn them upside down. This is the preferred method by most people. Obviously you need to support the bike safely to do this, paddock stands the usual method. Be careful as sometimes teh bike can be a trifle unstable so be doubly sure it's not going to fall off the stands, I always loop a rope from the frame or top yoke up over a beam in the garage roof, belt and braces preferred.

To change the fork oil I'd use rear paddock stand, put a ratchet through the frame (close as possible to the stem) jack it upuntill front wheel is off the ground. drop the forks, hook out the spacer, spring & washer (same for both forks) & turn them up side down & pump.

I'd also replace the seals but persoanl preferances really.

embee surely you don't need to turn the bike upside down , i thought on its side would be enough to let the oil run out .

Not necessary but advisable.

I leave it on side stand and jack it up a bit. It is more stable than jack + paddock stand.

I find ABBA stand and flat pack WorkMate + wood block is very stable...
