I would concern myself more with your body fat percentage rather than BMI. Like you say short stocky bodybuilder or rugby types will be obese on the BMI chart due to carrying more muscle than the average joe couch potato.
I am not concerned with weight but how much of that weight is fat. If I can keep my fat in the "good" or "average" zone then my weight doesn't bother me as it fluctuates with how hydrated I am and how hard I train (muscle mass)

How do you measure fat percentage? I've got 3 spare tires does that equate to 25% or what?

25% is actually reasonably low in terms of looking fat. I believe that getting on for around 30% is when you'd start to class someone you see as getting a bit chubby although I'm not 100% sure on that figure.
Roughly speaking, and obviously it depends on how you hold the weight and were it sits (remember you can have subcutaneous fat I believe it is called which sits more around organs than on the skin and is much more dangerous for you). I watched a programme with a women who looked perfectly 'normal' sized and was at 26% bodyfat. I'm at 23.9% bodyfat and in clothes, most people don't notice that I have a bit to lose. I believe for men 15-20% is 'healthy' body fat and for women it's a bit more. You can buy cheap measuring tools generally under £10. Just for reference, abs start to be seen generally around 12%, bodybuilders will aim for 4-7% for a show, anything under 4% is getting on for seriously ill, especially over low periods of time. To confirm Dave's bodyfat things
15-20% bodyfat is for fit/ athletic men and 18-22% for fit/ athletic women. I'm around 19.9% bodyfat (or the other way is 17.3Kg fat on 87Kg) This looks about right for the bodyfats (found this after a quick google)

All depends on your shape really and where you tend to hold your fat as to what percentage makes you look chubby/out of shape. Andy's graph is good though, seen it before,
