Nothing much you can do about it bar polishing or coating the torque arm... And even coating isn't perfect since it'll leave vulnerable spots. Best bet is to get a SRAD/TL one and fit it instead, they're lighter and don't rust the same.

Clean it up as best you can, and then just cover it in silver hammerite like I did, looked lovely... but could do with another coat 10,000 winter miles later.
Sand it down and paint again..... tin of paint lasts ages... |

SRAD bit cost me less than a tin of hammerite and came with a free caliper

Good stuff though, I used it on my sub-frame and most of the rest of the bike...

As northwind says, don't bother with painting/power coating, just get an SRAD/TL one.
The TL one requires no drilling and if you manage to pick up the caliper which goes with it, you'll get titanium pistons and nicer internals (the brakes on SV tend to rust/seize/clog up). |

Use a high speed compressed air pencil grinder (a dremel will work but will take a lot longer and the tools are stupidly expensive) , use a flap wheel attachment (a wheel with little rectangular flaps of emory cloth) and that will clean it up lovely. That should keep it looking nice for a bit or you could coat with Hammerite as previously suggested to make it last longer.
