They don't stop or prohibit, they just rip you off with charges by monitoring with CCTV/ANPR.

ULEZ = 'If your rich you can do what you like'
ULEZ='If your not rich and own a vehicle no up to code then your neck deep in more debt to solve the issue'

ULEZ= Nothing to do with air quality, just another way to make money! (Fleece road users with yet another tax)

ULEZ = 'If your rich you can do what you like' one of the mates has property in the centre of london and outskirts. he was so sick of the charges he bought a tesla car and keeps it outside the zone to go in and out. so yes money talks..

even rich people dont like the charge....

ULEZ charging = wrong answer to the right problem.

There are plenty of other factors affecting the travel choices of individuals besides the journey cost and next to nothing appears to be being done to address those.

Unfortunately, those who decide these things can't cope with (or choose to ignore) issues that can't easily be 'monetised'. So expected outcomes are always compromised because of an over-reliance on economic analysis that's too simplistic.

On the other hand

Historic vehicles
You can apply to stop paying vehicle tax if your vehicle was built more than 40 years ago. This date moves forward on a 40-year rolling system. For example, when the ULEZ launched in April 2019, vehicles built before 1979 were eligible to apply for historic vehicle tax class.

All vehicles that have a historic vehicle tax class will be exempt from the ULEZ. This tax class excludes any vehicle used commercially (for example, coffee vans or street food vans).

In line with the existing LEZ discount all vehicles constructed before 1 January 1973 will be exempt from the ULEZ, regardless of commercial use or otherwise.

If your vehicle meets the above criteria but is registered outside the UK, you are also exempt, but will need to register with us before travelling in the zone.

Just pick up a clunker thats 40+ years old, belching out clouds of gunk and your set.

I just looked at the pre-73 cars available on Ebay, and any that I would consider driving cost more than getting a little electric runabout. But it would be pretty stylish to turn up in one of these:

"Little electric runabout" is about twice that new. Still very expensive on the second hand market, if you can find one.
