Unfortunately the mobo is a bit lacking
So need to up grade from the old AMD Bulldozer to something else....

Trouble is with that upgrade it's likely the mobo, ram and cpu.....you could go for an skylake i5 with 16gb 2133MHz ddr4 ram to save a bit, but put it into a decent mobo so you can get better CPU and Ram later if wanted (I have an ASUS Z170-A and can't really complain, loads of features for the price)

Do you need a new case and PSU?

Well case not a deal breaker.
PSU 9month old a corsair's semi modular PSU so that is fine
So yes a mob and new faster ram and CPU is the main thing.

The above is providing an up-to-date 1151 socket mobo which can be upgraded against over the next few years, the price might seem a little steep when compared against some options but it's a good compromise for future upgrades.

The next alternative is going with the previous generation 1150 socket mobo supporting older cpu models and ddr3 memory, it will still perform well today and will be quite a bit cheaper but you'd need another upgraded mobo later on....

Um well it's a water cooler system that makes me twitchy.
But then it's not unproven and I guess you can add two GPU coolers for the nvidias.

I have the same water cooler, it's okay, sealed unit....

You still need some cooling fans for the case you put it in, to get air moving for the gpu/memory/other cards etc, I assume the gpu has it's own fans fitted too?

Noooo don't go for that case, look at something a bit better and you will see a huge difference. I dithered around budget cases for years till I finally settled for a Fractal R5, it's a pleasure to work with, totally modular and enough slots for fans/radiators to cool a battleship.

You have a decent enough PSU for a single graphics card setup so no issues there, just hold out for a 1070's before investing in a graphics card, Titan performance for so much less.

For fans always keep a positive pressure in the case (but not too much or you will end up with hot spots. I'm running 2x 140mm front and a 120mm bottom intake with 2x140 exhaust (rear and top) plus the graphics card exhaust. System ambient is rerely higher than the room temperature.

For CPU cooler, a poor Sealed Unit liquid with a small radiator will never work well, a 300mm radiator will be overkill (but thats not bad) although I stuck with a Noctua NHU-14S and that cools my i5 OC'd from 3.9 to 4.6 stable, rarely goes over 65 degrees.
