Personally, I'm all for using them for target practice. You violate anyone's livelihood, rights, or safety you deserve all you get. Real Bullets, Not rubber. Pretty sure that would slash the rate of re-offending too.

because they then think they got away with it. and they can be picked up later but yes they can keep getting top ups - beside is like the idea of the 2011 tattoo somewhere prominant

Errr think I do.
I deal with the dis affected yobs day in and day. and those I work with don't see it as a badge -they were the ones that suggested it as it would seriously affect their career chances.
they also told me best place on the fingers and behind the ear as this the most problematic to remove and one of the more painful parts.

only going on what our bads boys and girls say. - think they have an even better understanding of the mindset that we do

You have a different class of hooligan to the type we have here then. In the south they'd be proudly displaying their badge of honour to all and sundry to gain 'chav points'. It would also help them to complain about not being able to find a job and give them a good reason for being on benefits. You'd just be pushing them further down the food chain and giving them an excuse to do this all over again.
