is it true that if a traffic warden touches you car or bike without permission you can sue them or take leagle action?

I think if that got done to my bike then I'd be finding a van for it to go home in... and out with the angle grinder. If it weren't a public place it might be a case of generator and angle grinder to the scene - but you'd leave a lot of evidence that way.
