Curvy taper head bearing not fitting - SV650.org

Hi folks, bought a 2000 curvy and in the process of recommissioning. Currently replacing the old ball type bearings which were pretty knackered. Have put the inner races of the taper bearings in but the top one sits proud. Is that correct, will it affect the ability of the dust cover to keep crap out?

I had the same thing when I did mine, apparently many years ago now...
