Anyone already on 12 points and banned can ride/drive illegally and get yet more points. Sadly it's a-holes like this that have no regard for the law that are probably more likely to hit and injure/kill law-abiding folks and leg it. Physically stopping them from doing it again and again can only happen if they're in prison, and once out they'd just carry on as there is no way they'd ever get insurance with a history like that.

People who clock up more than 12 points can also claim ' excessive hardship ' if they lost their licence.
Some beaks fall for that!

This particular case is a bit short on detail---no name/maybe not yet gone to court?
In general,I would say that those who drive after being banned by a court should be treated in the same way as a contempt of court would be.That could mean serious prison time, especially if you do it more than once.

The lad has no licence so probably doesn't really care how many points are on his non existent licence.
Surprised he actually stopped to be honest.
