More of a "had I been speeding could..."

Assuming the postal system is doing its job (7 days should be enough time to deliver a letter), the "authorities" haven't detected an offense.

I remember a friend telling me before he didn't have to pay a speeding fine because of a postal strike and the letter never made it through in time. Took 1-2 months and by then the notification of speeding was invalid.

From my understanding it can still stand so long as the issuing force can prove it was sent within the 14 days.

They may have decided the offence wasn't worth pursuing though, so that may be why or if they knew there was a strike written it off with others that were sent at same time.
