Short answer, no
 If my trig is correct, 1:4 is 14 degrees; in my rarely humble opinion a good wheelie starts at 30 degrees (and generally ends with me on my ****, but lets skip that part).Might boil your brakes going down it tho, so make use of that engine braking

lol.EDIT: Just looked where it is, no joke my grandparents live in Barnstaple and I have planned a really good route around them and getting there and that is one of the roads on the way  Even more fun now lol.
