2001 SV650 running a bit rough.

My totally mechanically standard 2001 650 has started running a bit rough. It wont hold a steady throttle though towns very well, it slightly holds back then goes well every few yards. It also is very jerky getting back on the throttle at higher speeds i.e. no power when i start to twist the throttle then it all comes in at once. It’s also using about 20-30% more fuel than normal.

Would I be correct in suspecting the choke plungers are stuck on? Is there anything else I should have a look at?

choke plungers sound like the culprit.

It's often worthwhile to look at the spark plugs.
If one choke is open, it will show up clearly as a very rich looking plug. If there is an air leak in one cylinder, it will show up as a lean plug in that cylinder.
An ignition problem might be harder to see on the plugs, but will often show up. As long as they're out, you can stick them back in the HT leads, ground them against the engine, and visually check to see if they are sparking when you turn over the engine with the starter motor.
Spark plugs are probably the easiest diagnostic tool to get you at least headed in the right direction.
