I understood it to be a pretty basic load sensing function used for ignition advance at part load. As said, primitive but useful. It is a potentiometer not just a switch, the only reason I could think for being a pot is for throttle angle sensing which is the most basic form of load sensing in a speed/throttle angle system.
I set mine according to book, there's very little scope for adjustment on the slots.
