Moss has forgotten more that anyone on this forum will ever know. he is not going to tell people how to do his job just like any other professional. if you cant read between the lines then seek the help of a suspension specialist.

Changing the fork oil regularly is good advice, the fact that few bother does not make it bad advice......

Having a bike that is in optimum condition mechanically is lovely but the reality is 80% of the riders out there don't or can't ride their bikes well enough to either tell the difference or take advantage of a well set up bike. I see the same with tyre condition and pressures.....

To be fair, if you are taking your front wheel out for any reason, the forks only take a few minutes to whip out if you have the equipment to support the bike the front of the bike. I had an ABBA stand which you could strap the rear wheel down on to to lift the front.Easy with the bonneville, centre stand and jack

I sucked 90% of the fork oil out of AL7 with our Sealey vacuum oil sucker last time - the one I use to change oil in our cars ( with bike on ABBA stand with front lift strap ) - it is so easy and quick I could do forks every year. Read an article in RIDE magazine about a 250,000 mile + Honda NCX700 - he cleans chrome bits on forks and sprays the surface with GT85, owner reckoned it has kept his fork seals in good shape ( GT85 has PTFE in it ).

Yes, I've always done this when cleaning the stanchions.
Whatever you do don't use WD40

WD40 was banned from our house many moons ago - just like it was banned from maintenance department of a company I used to work at - some people still don't understand that WD40 is not a lubricant, it is OK for cleaning tar off paint ( but so is GT85 ) but to use it on anything that need lubricating is a big mistake, because as it dries out it turns into a glue that attracts dirt like a dedicated dirt attractor.
