Default Couple of Issues....

A couple of things that I would appreciate some views on as to how serious they sound:

First one, when cold and pulling away from the first set of lights near my house, they is a sound from the engine like an electric motor when initially letting the clutch out. Only happens once, and always at the same point in time. Anyone else?

Second, just had a new reg/rec fitted and now sometimes when I start up from cold the lights do not turn on. Views?

Nothing too serious, more slightly annoying.

If anyone could give me some pointers it would be much appreciated.

First one sounds like the clutch is slipping maybe

Thought that, but why only once? I do 26 miles a day through London. That's the bit that confuses me.
