To me it reads she's had a below normal standard of education- which doesn't necessarily mean she's thick

Wasn't it a term bandied around during the 70's and early 80's? Not heard it recently. Current favourite seems to be has "learning difficulties" (as opposed to learning disability which is quite different). In my recent experience some parents seem almost eager to label their kids with it, get impression it abrogates them of any responsibility...
