Default Acceptable or not?

Well the official reason for the riots is out.

http://www.bbc.co.uk/news/uk-17525873

Am the only one who things it is a load of bull, my mum was a single mum who struggled a lot and worked hard to provide nice things for her family and she has forever instilled into me that if you want things you work hard for them, not expect others to help provide them for you.

Just sounds like an excuse to me for people to act like yobs and then blame it on lack of support, or am i just being cynical for my age?

The one and only correct answer.

The second paragraph isn't bull though ...

It also cited poor parenting
Definitely CHECK!

an inability to prevent reoffending
Check again. We all know the law can't afford to rehabilitate or even incarcerate the amount they need to.

too much emphasis on materialism
100% yes. We're completely brainwashed into wanting iPads and all that crap by advertising.

and a lack of confidence in the police
True, but only because of the self perpetuating circle of scum commit crime, police hate scum, scum hate police. The more crime, the more of a sh1tty job the cops have, the more cases of mistakes/poor treatment and the less patience the law have, and the more scummers are faced with "unfair treatment" and the more they hate cops. It's their own fault.

But the popular answer to tell the people is they've been forgotten and it's not their fault, hence the headline and majority of the article, but the second paragraph gives an insight into the truth, imo.
