Default balloon release

I know you need to get permission (im not sure from who though) to release a load of ballons, but do you need permission to release a single larger balloon?
Im not talking about a hot air balloon, just slightly larger than a normal balloon with helium. Any idea where I would be able to find this out form, or a good place to start? Would the regulations varry depending on where you let it go from?

cheers

is it big enough that its likely to be a danger to aircraft?

if not i'd just let it go, its not like they're gonna know who let ig go or from where is it?

well the idea involves it having a return to sender address on it lol

it wont hurt aircraft, it will just be a larger than normal latex balloon

i think that the only time you'll need permission is if your balloon could pose a possible danger to aircraft. If you're gonna stick a return label on it i assume its for scientific experiment reasons and i think our biggest worry is if anyone will have the decency to return it rather than it being legal.

So if you dont live anywhere near an airfield i'd just go ahead and do it.
