Default Vinyl and its applications

I've got a top box which I got fairly cheap, but its pretty scuffed up on the top surface (I think stuff was put on top of it whilst sat in the garage) so i'm thinking of covering it.

As its that rough plastic finish, will any kind of vinyl stick to it?

If you are going to vinyl it, could you sand it down to a flat shine first?

being serious maybe worth sanding it and getting the rattle cans out! Would give a better finish over stuck on vinyl
