I'm not your man unless you want a website that uses simple HTML frames and screams "It's 1992, how awesome am I?" Which you probably don't.

However, if the money's being made available to re-design the site I would make sure that it's built in a way that's manageable going forward. If the content needs to be updated make sure you use a decent content management system that someone else will be able to support, so you can choose who to pay for any future works, and don't have to pay an expert just to update the text on the front page.

Make sure that everyone's properly happy with the layout of the site before anyone codes a single thing, and make sure that google searches have been considered.

I may not be able to design the things, but I've overseen 4 or so website refreshes in the last 2 years and the ones that failed to take care of the above points were a mare.

you're not clear if you want:

someone to design a website (i.e. someone that flounces around wondering what shade of blue best represents your company)

or, someone to take the design from a photoshop document and then turn that into your finished website.

And what platform & language are you wanting it built in?
What's the timeframe?
What's the budget?
etc.

mmm

1) The depth of my ignorance on Website design knows no bounds...

so...

2) I suppose it would be a combination of:

Here are some photo's/ screenshots/
Here's a Website that's not a million miles away from the sort of think we want
Here's what pages we want & the info/ pics/ buttons we want in them.
Make it look good and Work.

3) So mainly someone to take the design from a photoshop document and then turn that into a finished website - but an element of both.

Budget/ Timeframe - don't know - can find out re budget, timeframe would be sooner rather than later.

so...

4) Guess I'm looking for an idea of what's out there and levels of complexity for various budgets. Or any people firms that are worth a recommendation

What's your current website built in?

ASP? PHP?

Edit: Got a link - that's gonna be easiest to find out!
