I bought this breaker micron can off ebay for cheap, and I need to know if I can just sand/file and polish this out. It's quite shallow, about 4 inches long. Thanks in advance.

Unlikely to get rid of all of that, a better option would be the unbolt the sleeve and rotate it puting the damage on the inside, then just get another Micron sticker, job done.
