Then its down to the court to impose the fine/sentence.

And maybe for a court to decide whether the person is guilty or not too ;-)

It's important to know as much as you can about the "justice" system IMO. To avoid falling foul of it for something trivial, or worse for self defence.

I do agree with you, but I can't get away from the fact that, if no harm is done, then who is to say it was dangerous? (the tailgating, or the high speed filtering :-dd)
