Can someone please advise me how to make sure I change the oil in my 650s forks properly

If you have an 'S' you may want to remove the upper fairing, it's not completely necessary but it does improve access - if you've not removed the forks before it's probably a good idea as everything's a bit more obvious.

Then:
Loosen upper fork clamps and handlebar clamps if an 'S', if your bike has preload adjusters set them at the least preload, loosen fork top caps, (just crack them open for now), remove calipers, (don't disconnect the hose - tie them up out of the way with a bungee or similar), remove front wheel and tie the speedo drive out of the way too, remove front mudguard, loosen lower fork clamps and remove forks.
Remove fork top bolt, spacer, washers and spring, (note the order they're fitted), invert fork over suitable receptacle and pump it a few times, leave for a while - ten mins or so, the longer the better - and pump it a few more times to get out as much oil as possible.
Stand the fork vertically and refill with suitable oil*, amount and level** dependant on your exact model of SV, strongly recommend you set oil by level not volume as it's more accurate.
Refit everything. Be careful when engaging the speedo drive in its slots in the front wheel - it's fragile, and put the front wheel against a wall and pump the front end up and down a couple of times as hard as you can before tightening the wheel spindle, spindle clamp and lower fork clamps .
Then go for a gentle ride and the very first thing you must do is gently test the brakes and be utterly certain of their operation before going any further.
Then be very pleased at your spannering ability.

*Fill fork leg with oil, and then gently pump it in and out a few times to ensure there's no air trapped inside the damper, leave a few minutes to allow any air to rise out of the oil before you check the level.
** Level must be set with the spring removed and the fork fully compressed.
